1. (a) Oral argument before the Commission ordinarily will not be allowed.
2. (b) In the event the Commission desires to hear oral argument with respect to any matter it will advise all parties to the proceeding of the date, hour, place, time allotted, and scope of such argument at least 10 days prior to the date set.
