1. (a) "Affected employee" means any employee who would be affected by the grant or denial of a petition submitted pursuant to section 31-374-12 of the Regulations of Connecticut State Agencies;
2. (b) "Commissioner" means "commissioner" as defined in subsection (a) of section 31-367 of the Connecticut General Statutes;
3. (c) "Employee" means "employee" as defined in subsection (e) of section 31-367 of the Connecticut General Statutes;
4. (d) "Employer" means "employer" as defined in subsection (d) of section 31-367 of the Connecticut General Statutes.
