The administrator may approve and purchase with Employee Dislocation Allowance Fund monies any other suitable training providing:

1. (a) Circumstances preclude referral to training under sections 31-11a-11 and 31-11a-12 and
2. (b) If institutional vocational training, the training has been approved by the State Board of Education, and is maintained by an approved facility or by the administrator.
