(a) Hard Copies Without Charge. The Secretary of the State shall publish the Connecticut State Register and Manual annually on the Secretary’s Internet website. The Secretary may, within available appropriations, purchase and distribute freely hard copy volumes of the Connecticut State Register and Manual for the purposes of civic engagement. Additionally, hard copy volumes shall be distributed to the following without charge:
- (1) One (1) each to the Governor, Lieutenant Governor, Comptroller, Treasurer and Attorney General;
- (2) One (1) to each member of the Connecticut House of Representatives and Senate; and(3) One (1) to each member of the United States House of Representatives and the United States Senate from this state.
- (b) Hard Copies for Sale. Except as described in subsection (a) of this section, no additional hard copy volumes shall be distributed without charge. The Secretary may make additional volumes available for purchase by state agencies, municipalities, and the public at the rates established and under the additional terms specified in section 3-90 of the Connecticut General Statutes. The Secretary shall post notice on the Secretary’s Internet website when hard copies are available for sale. The Secretary shall sell volumes in the order in which they are requested, until supplies are exhausted.
