1. (a) Unless by agreement to the contrary, the veteran shall be notified in writing no less than twenty-four (24) hours prior to an administrative inquiry.
2. (b) Unless by agreement to the contrary, an administrative inquiry shall be held within fourteen (14) days of the notice.
3. (c) When a conservator of the person has registered with the Commissioner, a notice of the administrative inquiry shall be provided to the conservator and to the ward, unless specifically instructed otherwise by the conservator.
