Any type of training that would detrimentally affect the dog’s health, safety or welfare, or the welfare of the public is prohibited. The following procedures are specifically forbidden:

1. (1) Use of electronic training collars in a manner inconsistent with the manufacturer’s guidelines and instructions for such devices;
2. (2) Use of electronic prods, and similar devices;
3. (3) Kicking, beating, hanging or any other kind of physical abuse; and
4. (4) Withholding of food, water, or housing in order to promote aggression.
