If an automated data processing system is used for the storage and retrieval of refill information for prescription orders as authorized by Section 21a-244 of the general statutes and the regulations promulgated thereunder, it shall:

1. (a) guarantee the confidentiality of the information contained in the data bank; and
2. (b) be capable of providing safeguards against erasures and unauthorized changes in data after the information has been entered and verified by the pharmacist.
