(a) An architect whose license is in good standing may apply for architect emeritus status if he or she is retired from the active practice of architecture. For the purposes of this section, “retired” means the architect no longer engages in the practice of architecture, as defined in section 20-288 of the Connecticut General Statutes, and the applicant either:
