The clinic shall establish and implement a code of ethical behaviors that address at least the following:

1. (1) Ethical issues in patient care;
2. (2) Marketing, admissions, and billing practices;
3. (3) The relationship of the clinic and of its staff members to other health care providers, educational institutions, and payers.
