1. (a) to set maximum power limits for the conservation of energy thereby reducing the power consumed for lighting buildings, both for interior and exterior purposes;
2. (b) to insure against conflict with safety, health, environmental or building code regulations;
3. (c) to address the issue of maximum feasible energy efficiency of lighting equipment commensurate with those other facts specified in Sub-section (c) of Section 16a-39 of the Connecticut General Statutes.
