1. (a) When a certificate holder, or a driver who operates a taxicab under the holder's certificate, violates section 13b-96-1 to 13b-96-51, inclusive, of the Regulations of Connecticut State Agencies, the certificate holder shall be assessed a civil penalty and at the discretion of the commissioner, the certificate may be amended, suspended or revoked in accordance with section 13b-97(c) of the Connecticut General Statutes.
2. (b) Upon determination that a violation of section 13b-96-1 to 13b-96-51, inclusive, of the Regulations of Connecticut State Agencies has occurred, the commissioner shall notify the certificate holder in accordance with section 4-182 of the Connecticut General Statutes.
3. (c) If the certificate holder fails to appear at the hearing, the hearing will be held and the commissioner will assess the appropriate civil penalties or sanctions.
4. (d) Failure to make timely payment of the imposed civil penalty, when due, may result in the immediate suspension, revocation or other sanction against the respondent's certificate.
5. (e) All civil penalties are assessed in accordance with section 13b-97(c) of the Connecticut General Statutes.
