Continuances of any hearing may be granted upon motion of any party under the following circumstances:

1. (1) When any party or representative of record for good cause is unable to attend and when a substitute representative cannot be provided; or
2. (2) Other good cause as determined by the commissioner. Failure to adhere to this policy may result in the imposition of sanctions pursuant to section 13b-17-115a; and
3. (3) No undue burden is placed upon the commissioner.
