To be eligible to apply for financial assistance under this program an applicant shall:

1. (a) Be a secondary school senior or a secondary school graduate who has not earned a baccalaureate degree.
2. (b) Be accepted for study on a part-time or full-time basis at an eligible postsecondary institution in pursuit of an undergraduate program of study.
3. (c) Be a citizen of the United States or a resident alien who possesses a valid I-151 card (or its equivalent issued by the U.S. Immigration and Naturalization Service).
4. (d) Be a legal resident of Connecticut.
