1. (1) Within thirty (30) days following receipt of the petition, the Board shall determine whether to deny the petition or to initiate regulation making proceedings in accordance with the law.
2. (2) If the Board denies the petition, it shall give the petitioner notice in writing, stating the reasons for the denial.
