(a) Pursuant to Chapter 173 of the Connecticut General Statutes and sections 10-287c-1 to 10-287c-33, inclusive, of the Regulations of Connecticut State Agencies, inclusive, the grant amount for school building projects shall be calculated as follows:
(1) Fully Eligible Costs.
- (A) The grant amount for fully eligible costs shall be the product of:
(i) Eligible costs as determined pursuant to section 10-287c-28 of the Regulations of Connecticut State Agencies and subject to the provisions of subdivision (1)(B) of this subsection;
- (ii) the space standard adjustment pursuant to section 10-287c-29 of the Regulations of Connecticut State Agencies, if applicable; and (iii) the reimbursement percentage determined pursuant to section 10-285a of the Connecticut General Statutes.
- (B) For applications submitted on and after July 1, 2026, fully eligible costs shall not exceed the amount calculated in section 10-287c-28(c) of the Regulations of Connecticut State Agencies attributable to the square footage of the school building project that does not include space for any portion of the school building project that is described in section 10-286(a)(3) of the Connecticut General Statutes.
(2) Limited Eligible Costs.
- (A) The grant amount for limited eligible costs shall be the product of:
(i) Limited eligible costs determined pursuant to section 10-286 of the Connecticut General Statutes and subdivisions (2)(C) and (2)(D) of this subsection, subject to the provisions of subdivision (2)(B) of this subsection;
- (ii) the space standard adjustment pursuant to section 10-287c-29 of the Regulations of Connecticut State Agencies, if applicable; and (iii) the reimbursement percentage determined pursuant to section 10-285a of the Connecticut General Statutes.
- (B) For applications submitted on and after July 1, 2026, the net eligible cost of construction for any portion of a school building project identified in section 10-286(a)(3) of the Connecticut General Statutes shall not exceed the amount calculated in section 10-287c-28(c) of the Regulations of Connecticut State Agencies attributable to such portion.
- (C) Spectator Seating in a Gymnasium. For purposes of computing the grant amount for spectator seating in a gymnasium pursuant to section 10-286 of the Connecticut General Statutes, the limited eligible costs for retractable bleachers shall equal the costs of the seats including installation. For the same purposes, the limited eligible costs for non-retractable or permanent seating shall equal the sum of:
(i) the product of (I) the square footage of the area occupied by seating divided by the total square footage of the gymnasium and (II) the total cost of gymnasium construction excluding seats or bleachers; and (ii) the total cost of the seats and bleachers including installation.
- (D) Seating Area in an Auditorium. For purposes of computing the grant amount for the seating area in an auditorium pursuant to section 10-286 of the Connecticut General Statutes, the limited eligible costs shall equal the product of:
- (i) the sum of (I) the product of (aa) the square footage of the area occupied by seating divided by the total square footage of the auditorium and (bb) the total cost of the auditorium excluding seating, and (II) the total cost of seats including installation; and (ii) the lesser of one, or one-half of the highest projected 8-year enrollment divided by the capacity of the auditorium.
- (b) Reimbursement Percentage for Certain Projects. School building projects pursuant to section 10-283(b) of the Connecticut General Statutes shall be assigned the reimbursement percentage in effect during the fiscal year in which local funding authorization is secured.
- (c) Applicability of Regulations. Rules, guidelines or regulations in effect at the time of application, as defined in section 10-282 of the Connecticut General Statutes, shall be applied when final grant calculations are made for school building projects pursuant to chapter 173 of the Connecticut General Statutes, unless otherwise provided by sections 10-287c-1 to 10-287c-33, inclusive, of the Regulations of Connecticut State Agencies or by the Connecticut General Statutes.
