(a) Grant CommitmentsThe Commissioner shall not issue a commitment for a grant under chapter 173 of the Connecticut General Statutes unless the applicant certifies that:
- (1) The application for the grant and the acceptance thereof have been duly authorized;
- (2) The applicant will use all proceeds of the grant to meet project costs, or to the extent provided for such purpose, site acquisition costs;
- (3) The applicant will maintain records that fully disclose all project costs and site acquisition costs and the amount, source, and disposition of all funds received for the payment thereof, including all records described in section 10-287c-32 of the Regulations of Connecticut State Agencies; and(4) The Commissioner, or the Commissioner’s designee, will have access to, for the purpose of audit and examination, any books, documents, papers and records of the applicant that are relevant to the grant, and the applicant will submit such books, documents, papers and records to the Commissioner, as the Commissioner may require, in connection with the school building project.
(b) Beginning of Construction
- (1) The applicant shall notify the Commissioner of the date of beginning of construction, as defined in section 10-282 of the Connecticut General Statutes, in such manner as the Commissioner may prescribe.
- (2) Upon written request by the applicant in a form prescribed by the Commissioner, the Commissioner may grant an extension of time for the applicant to begin construction on a school building project to any date on or before the date four years after the effective date of the act of the General Assembly authorizing the Commissioner to enter into the grant commitment for the school building project.
