1. (a) There is established an airport development zone, which is comprised of the following census blocks as assigned on October 1, 2011, in the towns of Windsor Locks, Suffield, East Granby and Windsor:

2. (b) Notwithstanding subsection (a) of this section, the Commissioner of Economic and Community Development may establish additional airport development zones surrounding any of the general aviation airports, as defined in section 15-120aa, or any other airport within the duty, power and authority of the Connecticut Airport Authority, as defined in section 15-120cc, upon receipt from one or more interested municipalities of a proposal recommending the establishment of such a zone.

   1. (1) The commissioner shall consider any such proposal if the commissioner determines that the economic development benefits of establishing a new airport development zone outweigh the anticipated costs to the state and the affected municipalities. Any such proposal shall comply with the state plan of conservation and development adopted pursuant to chapter 297.

   2. (2) A proposal submitted to the commissioner shall include, but not be limited to, an identification of:

      1. (A) The geographical scope of such proposed zone, including designation of all census blocks that are proposed to be incorporated into such zone, provided (i) each zone shall be in accordance with the applicable general aviation airport or other airport's master plan, and (ii) no zone shall extend beyond a two-mile radius of the applicable general aviation airport or other airport without approval of the General Assembly;
      2. (B) The economic development benefits anticipated from the establishment of such zone, including the nature of business and industry that will be developed and the anticipated number of jobs created; and
      3. (C) The anticipated costs of establishing such zone.
   3. (3) The commissioner may modify the geographic scope of the proposed zone to improve, within the commissioner's discretion, the balance between the anticipated economic benefit and the cost to the state and affected municipalities.
   4. (4) The commissioner may approve the establishment of a new airport development zone.
   5. (5) An airport development zone established pursuant to this subsection shall not include the land on which any general aviation airport or other airport operates, including any state-owned or controlled land.
