The Commissioner of Social Services, in administering the state medical assistance program, may offset any federal funding reductions for providers or recipients of services described in 42 USC 1396d(a)(4)(C), provided
- (1) the General Assembly approves such use of state funds in a vote scheduled not later than ninety days following notice of such federal funding reduction by the commissioner,
- (2) such services are otherwise covered by the medical assistance program, and
- (3) providers otherwise meet the requirements of the Department of Social Services for participation and enrollment in the medical assistance program.
