As used in sections 17a-460a to 17a-460f, inclusive:

1. (1) “Commissioner” means the Commissioner of Mental Health and Addiction Services.
2. (2) “Center” means the Connecticut Mental Health Center established pursuant to section 17a-459 and the Capital Region Mental Health Center.
