As used in this section and sections 16a-38e to 16a-38g, inclusive:

1. (1) “Agency” means an agency, department, board, institution or commission, other than the State Bond Commission, of the state or any of its political subdivisions or an agency or instrumentality of a special governmental authority created by the state or any of its political subdivisions.
2. (2) “Agency decision” means any decision required to be made, or any other action required to be taken, by any agency with respect to any energy saving capital project.
3. (3) “Commissioner” means the Commissioner of Administrative Services.
4. (4) “Energy-saving capital project” means any capital project for the purpose of adopting energy conservation measures in a state building.
