History: P.A. 94-189 amended Subsec. (a) by providing that the duplicate certificate, in addition to being mailed, could be “presented” to the first lienholder or owner, effective July 1, 1994; P.A. 02-70 amended Subsec. (a) to provide that information shall include personal identification acceptable to the commissioner, to add “Except as provided in subsection (b) of section 14-175, the commissioner” and to make technical changes, effective July 1, 2002; P.A. 12-81 substituted “replacement” for “duplicate”, effective January 1, 2013; June Sp. Sess. P.A. 15-5 amended Subsec. (a) by replacing “replacement certificate” with “replacement title”, deleted former Subsec. (b) re waiting period prior to issuance of certificate of title to transferee and redesignated existing Subsec. (c) as Subsec. (b), effective June 30, 2015.
