The State Board of Education shall adopt a state policy on dropout prevention. The policy shall include, but not be limited to, the encouragement of:
- (1) The local identification of students in grades kindergarten to twelve, inclusive, who are at risk of dropping out of school;
- (2) the development, expansion and coordination of local services to such students; and
- (3) the coordination of dropout prevention programs administered by state agencies.
