As used in this article 17, unless the context otherwise requires:

1. (1) Commission means the public utilities commission created in section 40-2-101.
2. (2) Consumer means a person who purchases prepaid wireless telecommunications service in a retail transaction.
3. (3) Department means the department of revenue.
4. (4) Enterprise means the communication services for people with disabilities enterprise created in section 26-21-103.5.
5. (5) Prepaid telephone disability access charge or charge means the charge imposed by the communication services for people with disabilities enterprise pursuant to section 26-21-103.5 (1)(a)(III).
6. (6) Retail transaction means the purchase of prepaid wireless telecommunications service from a seller for any purpose other than resale.
7. (7) Seller means a person that sells prepaid wireless telecommunications services to another person.
8. (8) Service supplier means a person providing voice telephone access lines to any service user in the state, either directly or by resale.
9. (9) Service user means a person that is provided a voice telephone access line in the state.
10. (10) Telephone access line means a voice grade channel or its equivalent assigned to a residential or commercial end user customer by a service supplier, regardless of the technology used to provide the service.
11. (11) Telephone disability access surcharge or surcharge means the surcharge imposed by the communication services for people with disabilities enterprise pursuant to section 26-21-103.5 (1)(a)(II).
