1. (1) An elector or elector of the district, or any term of similar import, means a person who:

   1. (a) At the time of the election, is qualified to vote in general elections in this state; and

   2. (b) Either:

      1. (I) Has been a resident of the district for not less than thirty-two days at the time of the election; or
      2. (II) Owns or whose spouse owns taxable real or personal property within the district.
2. (2) Registration pursuant to the laws concerning general elections or any other laws shall not be required.
