1. (1) To carry out the provisions of this article, the board is authorized to adopt appropriate rules pursuant to section 24-4-103, C.R.S., on subjects that shall include, but are not limited to, the following:

   1. (a) Fees to fund all direct and indirect costs of the administration and enforcement of this article;
   2. (b) Methods of separating cattle for purposes of this article;
   3. (c) Standards and procedures for certification of feedlots and for the issuance, renewal, suspension, revocation, and reinstatement of certificates;
   4. (d) The number and type of on-site inspections;
   5. (e) Records to be maintained by the owners and operators of certified feedlots;
   6. (f) Grounds for enforcement actions.
