- (1) The commissioner is authorized to adopt rules and regulations pursuant to the provisions of article 4 of title 24, C.R.S., for the administration of this article.
- (2) The powers and duties of the commissioner under this article 25 may be delegated by the commissioner to employees of the department of agriculture designated by the commissioner.
