Colo. Rev. Stat. § 31-25-902
An authority formed pursuant to this part 9 shall be known as a municipal energy finance authority. The authority's duties shall include the financing of municipal operations for the exploration, development, and production of unconventional gas for the purposes specified in section 31-25-901.
