As used in this title 26.5, unless the context otherwise requires:

1. (1) Department means the department of early childhood created in section 26.5-1-104.
2. (2) Department rule means a rule promulgated by the executive director as authorized in section 26.5-1-105.
3. (3) Executive director means the executive director of the department of early childhood.
4. (4) Local coordinating organization means the entity selected by the department pursuant to section 26.5-2-103 to implement a community plan for increasing access to, coordinating, and allocating funding for early childhood and family support programs and services within a specified community.
5. (5) Rules advisory council or council means the council convened by the executive director pursuant to section 26.5-1-105.
