As used in this part 14, unless the context otherwise requires:

1. (1) Community partners means health-care providers, health-care provider trade associations, and health-care-focused nonprofit organizations.
2. (2) Peer support means programs and services that match a person with lived or occupational experience to an individual with a similar lived or occupational experience.
3. (3) Pre-clinical means nonemergency programs or services that do not require a formal referral from a primary care provider.
