If the program or any other plan approved by the executive director pursuant to this part 7 engages in an activity performed solely in furtherance of implementing the program or plan and in compliance with this part 7, the activity is not a violation of the antitrust, restraint of trade, and unfair trade practices provisions of the Unfair Practices Act, article 2 of title 6, or the Colorado State Antitrust Act of 2023, article 4 of title 6.
