As used in this part 15, unless the context otherwise requires:

1. (1) Council means the Colorado rare disease advisory council created in section 25-1-1503.
2. (2) Department means the department of public health and environment.
3. (3) Facilitator means the person selected by the council to facilitate the work of the council as described in section 25-1-1507.
4. (4) Rare disease means a disease that affects fewer than two hundred thousand people in the United States.
