The department of natural resources may pay annually the annual membership dues payable to the commission for the membership of the state of Colorado in that organization. The membership dues shall be paid from money collected from mining fees, abandoned mine land fees and funds, or natural resource operations or from money granted to the state by the federal office of surface mining reclamation and enforcement.
