(1) As used in this part 49, unless the context otherwise requires:
- (a) Licensee means, with respect to Colorado, a cosmetologist holding an unrestricted license issued by the director of the division of professions and occupations in the department of regulatory agencies pursuant to article 105 of title 12.
- (b) State licensing authority means, with respect to Colorado, the director of the division of professions and occupations created in the department of regulatory agencies pursuant to section 12-20-103.
