As used in this part 3, unless the context otherwise requires:

1. (1) Council means the council on creative industries created in section 24-48.5-303 (1).
2. (2) Division means the creative industries division created in section 24-48.5-301 (1).

3. (3) Infrastructure development includes, but is not limited to:

   1. (a) Installation and maintenance of temporary and permanent art in public spaces;
   2. (b) Professional services related to the development of a creative district, including strategic plan development and architectural, engineering, and design services;
   3. (c) Support of networking, resource, and professional development and branding and marketing skill development training; and
   4. (d) Community engagement and coalition-building strategies.
