As used in this article 46.3, unless the context otherwise requires:

1. (1) Department means the department of labor and employment.
2. (2) Federal act means the federal Workforce Innovation and Opportunity Act, 29 U.S.C. sec. 3101 et seq.
3. (3) State council means the state work force development council created in section 24-46.3-101 (1).
