1. (1) The general assembly shall annually appropriate the necessary funds to the department for use by the office for the purposes of this part 28.

2. (2) The office may use up to twenty-three and one-half percent of the money annually appropriated, as follows:

   1. (a) Up to three percent of the money annually appropriated pursuant to subsection (1) of this section to pay for the direct and indirect costs that the office incurs to administer the grant program;
   2. (b) Up to three percent of the money annually appropriated pursuant to subsection (1) of this section to contract with a research and evaluation partner and the office's own grant program evaluation-related costs;
   3. (c) Up to seven and one-half percent of the money annually appropriated pursuant to subsection (1) of this section to contract with a technical assistance provider and the office's own technical assistance-related costs in connection with the grant program; and
   4. (d) Up to ten percent of the money annually appropriated pursuant to subsection (1) of this section for grant awards to deflection programs targeting Native American youth.
3. (3) The office may use the remaining money annually appropriated for the grant program for grant awards to youth deflection programs.
4. (4) The office may seek, accept, and expend gifts, grants, or donations from private or public sources for the purposes of this part 28.
