Colo. Rev. Stat. § 24-117-108
The building urgent infrastructure and leveraging dollars authority operational fund is created in the authority. The operational fund consists of money transferred to the operational fund; gifts; grants; donations; contributions from a governmental entity, not-for-profit organization, or private entity; federal funds; a warrant issued by the state or any other governmental entity; any other money that the authority may transfer to the operational fund; and interest and income derived from the deposit and investment of money in the operational fund. Money in the fund is money of the authority for the purpose of carrying out this article 117, and the authority may establish procedures to administer the operational fund in accordance with this article 117 and any other applicable provision of state law.
