1. (1) It is the intent of the general assembly that the governor shall consider, when appointing individuals to serve on governing boards of institutions of higher education, an individual's:

   1. (a) Commitment to public education;
   2. (b) Record of public or community service;
   3. (c) Knowledge of complex organizations and academic institutions;
   4. (d) Demonstrated collaborative leadership;
   5. (e) Commitment to open-minded, nonpartisan decision-making; and
   6. (f) Record of integrity and civic virtue.
