1. (1) This part 3 applies to placement for adoption of a child who:

   1. (a) Has been or is in foster care or institutional care;
   2. (b) Previously has been adopted in a state;
   3. (c) Has been or is being adopted under the law of a foreign country; or
   4. (d) Has come or is coming to a state from a foreign country to be adopted.
