Colo. Rev. Stat. § 14-15-111
The county clerk and recorder shall issue a civil union license only during the hours that the office of the county clerk and recorder is open as prescribed by law and at no other time and shall show the exact date and hour of the license's issue. New civil union licenses issued pursuant to section 14-2-110 (3)(a) must show the date and hour of issuance of the new license, but the effective date of the civil union is the date listed on the original civil union license. New civil union licenses issued pursuant to section 14-2-110 (3)(a) are valid. A civil union license is not valid for use outside the state of Colorado. Within the state, a civil union license is not valid for more than thirty-five days after the date of issue. If a civil union license is not used within thirty-five days, it is void, and one of the parties shall return the civil union license to the county clerk and recorder that issued the license for cancellation.
