The banking board may assess a civil penalty against a person that violates this article 110 or a rule adopted or an order issued under this article 110 in an amount as determined by the board for each day the violation is outstanding, plus this state's costs and expenses for the investigation and prosecution of the matter, including reasonable attorney fees.
