[Editor's note: For the applicability of this section on or after January 1, 2026, see the editor's note following the article 47 heading.] This article 47 must be liberally construed to effectuate its purpose and to:

1. (1) Protect the right to cast a ballot and make the ballot valid;
2. (2) Ensure eligible individuals seeking voter registration are not impaired in being registered;
3. (3) Ensure eligible electors are not impaired in voting, including but not limited to having their votes counted;
4. (4) Make the fundamental right to vote more accessible to eligible electors; and
5. (5) Ensure, for members of protected classes, equitable access to opportunities to be registered to vote and to vote.
