All parties may:

1. (a) Be accompanied, represented, and advised by a representative;
2. (b) Participate in any prehearing or post-hearing conference held by the ALJ;
3. (c) Agree to stipulations of fact or law, which shall be made part of the record;
4. (d) Conduct discovery;
5. (e) Make opening and closing statements at the hearing;
6. (f) Present evidence relevant to the issues at the hearing;
7. (g) Cross examine witnesses;
8. (h) Present oral arguments at the hearings; and
9. (i) Submit written briefs, proposed findings of fact, and proposed conclusions of law after the hearing.
