(a) The following reserved funds will be made available each Fiscal Year:

1. (1) 10 percent of total program funding to fund Projects that benefit Beginning Farmers or Ranchers or Socially-Disadvantaged Farmers or Ranchers; and
2. (2) 10 percent of total program funding to fund Projects where a majority of the requested grant amount goes to improving Food Safety for the purpose of enhancing market access; and
3. (3) 10 percent of total program funding to fund Projects that propose development of Mid-Tier Value Chains.
