CCC is authorized to issue Payment Guarantees:

1. (a) To increase exports of U.S. Agricultural Commodities and expand access to trade finance;
2. (b) To assist countries, particularly developing countries and emerging markets, in meeting their food and fiber needs;
3. (c) To establish or improve facilities and infrastructure in emerging markets to expand exports of U.S. Agricultural Commodities; or
4. (d) For such other purposes as the Secretary of Agriculture determines appropriate.
