This part does not apply to:

1. (a) USDA Federal Financial Assistance agreements subject to 2 CFR parts 400 and 415;
2. (b) Procurement contracts or other agreements subject to the Federal Acquisition Regulation (FAR) or the Agriculture Acquisition Regulation (AgAR); or
3. (c) Agreements providing loans or insurance directly to an individual.
