Research may be conducted by the Office of Personnel Management, or under contract or agreement, as appropriate, by:

1. (a) Federal agencies;
2. (b) State and local governments;
3. (c) Institutions of higher education; or
4. (d) Other public or private institutions or organizations, profit or nonprofit.
