Within 60 days of receipt of a project management plan, the Administrator will notify the recipient that:

1. (a) The plan is approved;
2. (b) The plan is disapproved, including the reasons for the disapproval;
3. (c) The plan will require modification, as specified, before approval; or
4. (d) The Administrator has not yet completed review of the plan, and state when it will be reviewed.
