An arbitrator to whom a dispute is referred may—

1. (a) Regulate the course of and conduct arbitral hearings;
2. (b) Administer oaths and affirmations;
3. (c) Compel the attendance of witnesses and production of evidence at the hearing under the provisions of 9 U.S.C. 7 only to the extent the Commission is otherwise authorized by law to do so; and
4. (d) Make awards.
