(a) These regulations are to be followed when:

1. (1) The National Endowment for the Humanities is owed a debt by an individual currently employed by another Federal agency;
2. (2) The National Endowment for the Humanities is owed a debt by an individual who is a current employee of the National Endowment for the Humanities; or
3. (3) The National Endowment for the Humanities employs an individual who owes a debt to another Federal agency.
